Elizabeth River Crossings LLC (ERC) is a sole-purpose company created to finance, deliver, operate and maintain the Elizabeth River Tunnels Project (ERT) in Portsmouth and Norfolk, Virginia for the Virginia Department of Transportation (VDOT) through the life of the Comprehensive Agreement, or until 2070. VDOT maintains ownership and oversight of ERT and its corresponding facilities.
Subcontractors are engaged by ERC to perform specialized operations and maintenance activities at the I-264 Downtown Tunnel, U.S. 58 Midtown Tunnel and V.A. 164 Martin Luther King Jr. Expressway. Firms interested in participating in the DBE/SWaM program should become certified as a DBE and/or SWaM vendor in its respective areas of work. The DBE program is administered pursuant to U.S. Department of Transportation regulations, 49 CFR Part 26. The SWaM certification program is administered by the Virginia Department of Minority Business Enterprise (DMBE) in accordance with Executive Order No. 33.
