Tolling on the Elizabeth River Tunnels Project began February 1, 2014. Gantries over the roadway collect the toll electronically—with no cash option and no stopping to pay at tollbooths. Customers can register their E-ZPass with an on-site agent or service their ERT Pay by Plate account locally.

The Elizabeth River Tunnels (ERT) Project Customer Service Center is located at:
Monday – Saturday: 7:00 a.m. to 7:00 p.m.
Peak Period is Monday – Friday, 5:30 a.m. to 9:00 a.m. and 2:30 p.m. to 7:00 p.m. Holidays and all other times are considered off peak.
- Passenger vehicles using either the Downtown or Midtown tunnels will pay $.75 (off peak) and $1.00 (peak period). Heavy vehicles with three or more axles will pay $2.25 (off peak) and $4.00 (peak period). Upon completion of the MLK Freeway Extension*, E-ZPass toll rates will be $0.50 when used in conjunction with a tunnel or $1.00 independently.
*A vehicle taking a local trip in Portsmouth entering or exiting the MLK Extension from the High St. or London Blvd. ramps within 10 minutes will not pay a toll.
With Pay by Plate:
- Drivers who choose not to obtain an E-ZPass can become a registered Pay by Plate account holder or unregistered user. Registered Pre-Paid Pay by Plate customers using the tunnels will pay a reduced processing fee of $.75 per trip (in addition to the toll). Unregistered Pay by Plate customers using the tunnels will pay an additional $1.50 processing fee per trip (in addition to the toll). Unregistered Pay by Plate customers using the MLK Extension only will pay an additional $1.00 processing fee per trip.
Free use of tolled facilities in the Commonwealth of Virginia is regulated by Virginia Code 33.1-252. Tolling on the Elizabeth River Tunnels Project falls under Virginia Code § 33.1-252 D
“5 Free Trips” Promotion
Hampton Roads residents* who acquired a new Virginia E-ZPass transponder (on a new or pre-existing E-ZPass account) before midnight on Jan. 31 qualified for a “5 Free Trips” incentive offered by Elizabeth River Tunnels.
*For purposes of this promotion, “Hampton Roads” is defined as the Norfolk/Portsmouth/Newport News Designated Market Area (DMA): Chesapeake, Hampton, Gloucester County, Isle of Wight County, James City County, Mathews County, Newport News, Norfolk, Portsmouth, Suffolk, Surry County, Virginia Beach, Williamsburg, York County, Eastern Shore and the Outer Banks.
